A body falls off Lizzie's Point, a popular landmark on Quinset Island. Was it an accident? The sheriff has his doubts. So do Margaret Wetherbee and Alec Fromme, residents of the Whaler Inn. A makeshift wooden doll with the dead man's name is found in the bedroom of the owner of the inn. The proprietor of The Pelican’s Roost, a local restaurant, finds drugs in the victim’s cabin. Was he involved in drug trafficking? Was anyone else involved? Then a mainland investigative journalist is attacked in his cabin at The Whaler's Inn and lies in a coma. A doll is found by his side too. Quinset's town council is fearful of damaging the tourist trade, demand that the sheriff find the murderer or resign. Another murder is committed, but the doll at the scene differs from the other two suggesting there are two murderers on the island. As a severe snow storm approaches, fear sweeps throughout the island along with whispers of drug trafficking, mob involvement, infidelity and blackmail.
